Allow for arbitrary commands without formally installing anything

I'm trying to figure out if there's a way to run an arbitrary command like so:

package :touch do
installer do

pre :install, "touch ~/hello"

end end

...but I can't seem to figure anything out. Is there a way to issue an arbitrary command on the server?
